Decoupled Debit Card Nearing Launch

The National Payment Card Association will begin marketing an open-loop decoupled debit card this summer, its chief executive said.

The Coconut Creek, Fla., group's card will be issued by Western National Bank of Midland, Texas.

The card will be promoted in partnership with about a dozen supermarket chains and will be released in June.

"We have many merchants that are waiting," said Joe Randazza, the chief executive. "We are going to be able to satisfy the pent-up market."

Decoupled debit cards make payments over the automated clearing house network, allowing them to draw funds from a bank account of the user's choosing.
