James Monroe Bank of Arlington, Va., has hired Joseph C. Fouse as its senior vice president of operations and technology.

Mr. Fouse came to the $341 million-asset unit of James Monroe Bancorp Inc. from Fidelity National Financial Inc., the big title insurer in Jacksonville. He was the senior business adviser for check imaging solutions in its integrated financial services division, which provides technology services to community banks and credit unions.

He began his 30-year financial services career as a bank examiner in the Office of the Comptroller of the Currency.

James Monroe Bank has also hired Holly I. Posey as the manager of its human resources department.

Ms. Posey had the same job at Simply Wireless Inc. of Fairfax, Va., which sells wireless phone services. She has five years of human resources experience.


MIDDLE ATLANTICWSFS Financial Corp. in Delaware has named Calvert A. Morgan, the former head of PNC Bank Delaware, to its board.

He has also been named to the company's management team as a special adviser. WSFS owns the $2.4 billion-asset Wilmington Savings Fund Society.

Mr. Morgan retired in 2002 as the chairman, president, and chief executive officer of PNC Delaware after a long career with the PNC Financial Services Group Inc. operation.


MIDWESTRurban Financial Corp. of Defiance, Ohio, has named Thomas L. Sauer to the board of its $397 million-asset State Bank and Trust Co.

Mr. Sauer is the president of City Beverage Co. of Defiance.

First National Bank and Trust of Kokomo, Ind., has hired Jim Parsons as a regional mortgage loan manager.

He will oversee mortgage originations, process purchases, and refinancing in Kokomo and three nearby cities.

Mr. Parsons owned Parsons Mortgage Corp. of Kokomo, which he founded in 1998. (The company is now closing.) Earlier he worked for Indiana Mortgage Group Inc. and Key Bank.

First National, which has $1.5 billion of assets, is owned by Hasten Bancshares.


WESTValley Independent Bank of El Centro, Calif., has hired R. Daniel Woerner as its president and chief executive officer.

He succeeded Dennis L. Kern, who will remain a director of the $2.3 billion-asset bank and help with the transition.

Since 1999, Mr. Woerner had been the chairman and CEO of Mellon 1st Business Bank, a $2.8 billion-asset Los Angeles unit of Mellon Financial Corp.

Valley Independent Bank is a unit of Rabobank Group, the big Dutch financial firm.


Commercial Capital Bancorp Inc. of Irvine, Calif., said Thomas G. Lawyer, its head of income property lending, had resigned after less than two months with the thrift company, citing personal reasons.Mr. Lawyer had been an executive vice president of Citibank West FSB of San Francisco and the western regional director of its commercial real estate group.

Stephen H. Gordon, Commercial Capital's chairman and CEO, said Mr. Lawyer's decision was a surprise. The company has $4.7 billion of assets and owns the 20-branch Commercial Capital Bank.


West Coast Bank of Lake Oswego, Ore., has hired Carlene Lodeski as a residential lending sales manager for Washington and Oregon.She will actively recruit new mortgage consultants and work to expand the sales force, the $1.7 billion-asset unit of West Coast Bancorp said.

Ms. Lodeski, who has also been named a vice president, managed the mortgage department at the $185 million-asset Mbank of Gresham, Ore. Her background includes 15 years as a senior accounts manager at Transition Title Insurance Co.


County Bank in Merced, Calif., has hired Robert Jette to run its newly formed wealth management division.Mr. Jette was the head of the wealth management and trust department for northern California at Comerica Bank. Before that he had been an investment and financial adviser at Morgan Stanley & Co. Inc. For 17 years before that he had practiced law in Santa Clara County.

County Bank has $1.7 billion of assets. Its holding company is Capital Corp. of the West
