Northern Trust Bank of California in Santa Barbara has made Andrew Chou the regional president for that city.

Mr. Chou was the managing director for the Monticello office at the Northern Trust Corp. unit, which has also offices in Los Angeles, San Diego, San Francisco, and Orange County.

He joined the bank in 2000 as a private banker and was made a regional manager in 2003.

MIDDLE ATLANTIC

Guy Carpenter & Co. Inc., a New York reinsurance unit of Marsh & McLennan Cos. Inc., said David Spiller would become its president Jan. 1.

Mr. Spiller was the chief executive officer Benfield Group Ltd.'s international division and a director of the big London reinsurer until his resignation in July. He had joined Benfield in 1997, when it bought Greig Fester Group Ltd., where he had worked 18 years and had risen to CEO.

Mr. Spiller was elected to the Lloyd's Insurance Broker's Committee in 1996, was the chairman of the Broker's Reinsurance Committee from 1997 to 1999, and has been the chairman of the London Market Brokers' Committee since 2003.

Prudential Investment Management Inc. of Newark, N.J., has promoted Scott Hayward to chief executive officer of its Quantitative Management Associates LLC.

Mr. Hayward was the head of marketing, sales, and client services for the public equity businesses of Prudential Investment Management, which include Quantitative Management Associates as well as Jennison Associates LLC.

He joined the Prudential Financial Inc. unit in 2003. Before that he had been a managing director at JPMorgan Fleming Asset Management Inc., now JPMorgan Asset Management Holdings Inc.

RBC Dain Rauscher Inc., a Minneapolis unit of Royal Bank of Canada, has hired Ann Flynn, who managed debt issuance for the State of New Jersey, as a managing director of its public finance team in New York.

Ms. Flynn had been the director of the New Jersey Office of Public Finance since 2002. Before that she had been the director of project management for the New Jersey Educational Facilities Authority.

Earlier in her career she held management jobs at Commerce Capital Markets Inc. and Ryan, Beck & Co. Inc. and had been an analyst at Moody's Investors Service Inc.

Deutsche Bank Securities Inc. of New York has hired James E. Marsh as a managing director and a client adviser at its U.S. private client services division, Deutsche Bank Alex. Brown.

He came to the Deutsche Bank AG unit from Jefferies & Co. Inc. of New York, where he had been a managing director of private client sales. Before that he had held a similar job as a director at Credit Suisse First Boston Corp. for 17 years.

CharterMac, the New York multifamily finance company, has hired Donald J. Meyer as its chief investment officer.

He succeeded Denise Kiley, who retired in June.

Mr. Meyer was the president and chief investment adviser of Capri Capital Advisors LLC. He had worked for the Chicago pension fund advisory firm for the past three years.
