Executive Changes: N.Y. Fed Names Carl Turnipseed Executive VP; B.L. Walter, SVP

The Federal Reserve Bank of New York has promoted Carl W. Turnipseed to executive vice president in the financial services group, and it also promoted Barbara L. Walter to senior vice president and manager of its Buffalo branch, succeeding Mr. Turnipseed. Mr. Turnipseed succeeded Kathleen A. O'Neil who has left the bank after 24 years.

Mr. Turnipseed, who has also been appointed to the New York Fed's management committee, had been senior vice president and Buffalo branch manager since 1994 and manager of the bank's business development office since 1998.

He joined the New York Fed in 1969 as a management trainee and left shortly after to serve as a lieutenant in the U.S. Army. He rejoined the bank in 1971.

The promotion of Ms. Walter takes effect May 1. She has been vice president of the bank's research support group since 1994 and joined the bank in 1971 as a research assistant.


MIDWESTCommerce Bank in Kansas City, Mo., has promoted Donald R. Mason and Betty McAdams to vice presidencies in the retail administration division and Diane Waisner to vice president in the human resources division.

Mr. Mason is manager of Kansas City retail operations, overseeing daily activities in 54 metropolitan area branches. He joined Commerce Bank 12 years ago.

Ms. McAdams is a regional retail sales manager in charge of developing and carrying out sales management training, assigning and tracking each branch's deposit and loan sales goals, and managing sales incentives for Kansas City-area branches. She joined Commerce 16 years ago and has 18 years of banking experience.

Ms. Waisner oversees the development, coordination, and administration of internal and external corporate training programs for employees in the western Missouri and Kansas regions. She joined the bank nine years ago and has 13 years of human resources experience.


MIDDLE ATLANTICJosephthal & Co. in New York has promoted Mark Dransfield to senior managing director of marketing and Dan Maurer to managing director of financial services.

Mr. Dransfield, 45, had been a managing director of financial services since joining the company in 1997. As marketing director, he will report to Josephthal's president, Paul Fitzgerald. Mr. Dransfield also is a senior vice president of the firm's San Diego affiliate, First Allied Securities Inc. Earlier he was a vice president of marketing at Financial Network Investment Corp., a subsidiary of Hartford, Conn.-based Aetna Inc. He has 18 years of securities industry experience.

Mr. Maurer, 35, was director of financial services. Since 1998 he has supervised and helped to build the firm's mutual funds, unit investment trusts, insurance-annuities, and direct participation businesses. He has 14 years of industry experience.


Radian Guaranty Inc. in Philadelphia has hired S. Trezevant Moore to be senior vice president of product development and structured transactions.Mr. Moore, 46, is to oversee secondary marketing, alternative products, affordable housing, and structured transactions operations. He came from the capital markets group at First Union Corp., where he was managing director of prime residential mortgage finance.
