EZPay, of Chehalis, Wash., announced the eight-year agreement Tuesday. It said its remote printing capabilities were a key in its landing the contract. The agency also plans to transfer its international check printing business to EZPay in 2010, when its current contract expires.

EZPay's remote printing service enables customers to authorize payments electronically, and the checks are created at its secure facilities. The checks can be issued in real time, or the user can place a print request that will be fulfilled when the payment has been authorized.

Robert Cutter, the director of the finance bureau, said in an EZPay press release that EZPay "was the only supplier that could provide us with remote, on-demand check issuance using disbursed print facilities to assure security and quality."

Ronald Ehli, EZPay's president and chief executive, said in the release that for most companies issuing checks is not a core service.

"Remote check printing, mailing, and tracking is a significant departure from current check issuance processes, but it offers tangible financial and security benefits," he said.
