Flounders promoted to Jefferson post.

Thomas E. Flounders 3d has been named president of the Hampton Roads region for Jefferson National Bank, Charlottesville, Va., a subsidiary of Jefferson Bankshares.

He succeeds Joseph M. Fail, who retired at the end of August.

Mr. Flounders has responsibility for the management and development of the bank's 14 banking offices in the greater Hampton Roads area.

He had been a senior vice president responsible for retail and commercial banking activities in the Virginia Beach market.

He joined Jefferson National in February 1993 in its merger with People's Bank of Virginia Beach.

At the time, he was president and chief executive officer of People's Bank.

Jefferson National has 97 banking offices covering a significant portion of Virginia.
