Congress begins its August recess today, but lawmakers will be busy attending their parties' national conventions. Republicans will gather in San Diego Aug. 12-15 to select the party's presidential candidate; Democrats will converge on Chicago Aug. 26-29 to renominate President Clinton. The Senate returns to work Sept. 3, and the House reconvenes Sept. 4.

Federal Deposit Insurance Corp. Chairman Ricki Helfer will speak at community development conference sponsored by the Federal Reserve Bank of San Francisco, the Small Business Administration, and the American Bankers Association.
