WASHINGTON — Federal Home Loan Bank presidents sought on Tuesday to downplay a possible systemwide impact from a Federal Housing Finance Agency decision to bar the Seattle bank from redeeming stock.

Richard Riccobono, the president of the Federal Home Loan Bank of Seattle, suggested Friday's decision from the Finance Agency was simply another example of the regulator keeping capital in the system.
