MacIlwaine, whose first day is Dec. 5, will handle "the design and implementation of the company's overall technology strategy," according to a press release by Green Dot, which is based in Monrovia, Calif.

MacIlwaine most recently was Visa's head of global development. Before that, he was a chief technology officer for several different companies, including SunGard Investment Systems and for Morgan Stanley's private client group.

"John brings to Green Dot a profound expertise in technology innovation within dynamic high-growth environments," Will Sowell, Green Dot chief operating officer, said in the release. "John's particular expertise in developing secure enterprise-level mobile and Web-based payment platforms and transaction-processing systems will ensure Green Dot's voracious appetite for new technology is well-satisfied into the future."

Green Dot last month received the Federal Reserve Board's approval to buy Bonneville Bancorp of Provo, Utah. It was the first time a prepaid card marketer has received approval to buy a bank (see story).

The bank deal also may provide Green Dot with relief from Consumer Financial Protection Bureau oversight (see story).
