What gives Holder and AAG's like Lanny Breuer the right to waive prosecution of criminal behavior? "Prosecutorial discretion" http://www.cliffsnotes.com/study_guide/Prosecutorial-Discretion.topicArticleId-10065,articleId-10015.html which is certainly the most abused part of our legal system.
