Fla. Community Bankers elect J.H. Williams of Marine National.

Joseph H. Williams, president and chief executive officer of Marine National Bank, Jacksonville, Fla., is the new president of Community Bankers of Florida for 1994-95.

Mr. Williams succeeds Vernon Smith, president of Riverside National Bank of Fort Pierce, who will remain on the association's executive committee as immediate past president.

Nick Nixon is president-elect of the association. He is president and chief executive president officer of First Bank Tallahassee.

Guy Colado, president of National Bank of Commerce, Winter Park, has been elected vice president/treasurer of the association.

Community Bankers of Florida was founded in 1956 to represent independent, locally owned banks and thrifts, which constitute approximately two-thirds of the banks in Florida. The association has 182 members.

NEW ENGLAND

PEOPLE'S BANK, Bridgeport, Conn., has promoted Joseph Balzo to vice president and correspondent banking manager in the community lending department.

In his newly created post. Mr. Balzo will sell bank products and services to other financial institutions. He also will chair an internal advisory committee of senior managers from each product development department -- mortgage, trust, commercial, and consumer banking -- as well as data center operations, treasury, and cash management to bring the most comprehensive package of People's products to other institutions.

His previous post was vice president and workout officer of classified assets.

MIDWEST

MADISON NATIONAL Bank, Madison heights, Mich., has promoted Tami Haley Janowicz and Carrie E. Kraft to operations officer.

Ms. Janowicz is responsible for managing the bank's purchasing and compliance functions. Ms. Kraft will continue to assist in the operations and human resources areas.

SOUTHEAST

COMPASS BANK, Birmingham, Ala., a subsidiary of Compass Bancshares, said E. Lee Harris Jr. has joined the bank as senior vice president of the corporate human resources division.

Mr. Harris directs staffing, compensation and benefits, training and development, internal communications, and regional human resources for Compass Bank in Alabama, Florida, and Texas.

He had been with BankAmerica Corp. as senior vice president and director, human resources-employment.

CAPITAL BANK, Miami, a subsidiary of Capital Bancorp, has appointed Karen McCormick as senior vice president and director of marketing.

Mrs. McCormick was vice president and director of marketing of Northern Central Bank in Williamsport, Pa., before joining Capital. She has also held a variety of marketing and managerial positions with Citibank, American Express Co., and Chase Manhattan Bank.

Terri E. Beck has been appointed senior vice president and director of internal audit.

She is responsible for all audits of the bank as well as its factoring subsidiary, Capital Factors.

She previously was controller and vice president of Fidelity National Title Insurance Co. of Pennsylvania, where she directed all month-end closing.

NORTHERN TRUST Bank of Florida/Naples said Thomas E. Ingram, senior vice president and chief investment officer, has been elected president of the Estate Planning Council of Naples.

WEST

INDEPENDENCE ONE Bank of California, Mission Viejo, has appointed Richard N. Kasner as vice president and commercial real estate loan officer and Peggy Carollo as assistant vice president.

Mr. Kasner will manage commercial real estate lending relationships with a focus on building the bank's loan portfolio.

Ms. Carollo will be responsible for the development and maintenance of middle-market corporate accounts.

Mr. Kasner had held positions with Sunwest Bank, American Savings Bank, and Mercury Savings and Loan. Ms. Carollo was director of finance/administrative services at Webb Automotive Group in Irvine, Calif.

CHINO VALLEY BANK, Ontario, Calif., has appointed four vice presidents and banking officers: Evelyn Welch at the South El Monte office, Gary Nelson at the Fullerton office, Kitty Hill at the Upland office, and Terry Zippwald at the Fullerton office.

Ron P. Mercer was named vice president and assistant manager at the South El Monte office.

Ms. Welch had been vice president/commercial loan officer at Western Industrial National Bank, South El Monte. Mr. Nelson had been manager and assistant vice president/commercial loan officer at Southwest Bank in El Toro. Ms. Hill had been a commercial lending officer at Inland Empire National Bank in Riverside. Mr. Zippwald was vice president/commercial banking officer at Commercial Center Bank, Santa Ana.

Mr. Mercer was loan administrator and senior vice president at First Pacific Bank, Los Angeles.

Kenneth C. Clark was named vice president and assistant manager at the bank's Chino office. He had been a senior credit examiner with Bank of California.

TRANSWORLD BANK, Sherman Oaks, Calif., has promoted Elizabeth A. Nelson to senior vice president, marketing and retirement benefits.
