Rep. Roukema Indefinitely Postpones Vote On Her Bill to Require ATM Fee

Rep. Marge Roukema, R-N.J., indefinitely postponed a vote on her automated teller machine disclosure bill in order to tell lawmakers about changes in it.

The ATM Fee Reform Act of 1996 would require banks to post a notice on ATM machines and video screens telling consumers of any surcharge.

Sponsors are considering dropping section 3 of the bill, which would require the Federal Reserve to collect information on ATM surcharges.

Opponents welcomed the delay. "It gives us a chance to educate members on ATMs and on the positive effects of surcharges, such as the increased availability of ATMs for consumers," said John Hall, a spokesman for the American Bankers Association.
