Capital Briefs: D'Amato Critical of Fleet ATM Surcharges

Senate Banking Committee Chairman Alfonse M. D'Amato Monday blasted Fleet Financial Group for imposing automated teller machine surcharges.

Fleet last week began imposing surcharges on noncustomers in New York, Sen. D'Amato's home, and three other states.

Sen. D'Amato called ATM surcharges "intolerable" because they force customers pay two fees for one withdrawal.

Sen. D'Amato said he would reintroduce legislation he sponsored last year banning surcharges. "We'll be watching closely to see if this pattern of double-charging continues to spread," he said.
