Capital Briefs: Judge Backs Firing From Finance Board

A federal judge last week upheld the firing of Lawrence U. Costiglio from the Federal Housing Finance Board.

Judge Thomas P. Jackson of the U.S. District Court here rejected Mr. Costiglio's claim that his March 9 dismissal from the board by President Clinton was illegal because no successor has been named. Mr. Costiglio's five-year term expired in 1995, but he had stayed on, awaiting a successor.

The judge ruled July 9 that the president has the power to remove appointees once their terms have expired. Mr. Costiglio's lawyer, Salvatore R. Martoche, said his client plans to appeal.
