Executive Changes: M&T of Buffalo Hires Scherer as Capital Markets Exec in

Manufacturers and Traders Trust Co. in Buffalo has hired R. Matthew Scherer as managing director of capital markets in its New York office.

He will be in charge of developing private-placement capability and will manage the commercial real estate capital markets group and the bank's Freddie Mac program.

Mr. Scherer was vice president of private placements and earlier vice president of mergers and acquisitions at Dresdner Kleinwort Benson North America LLC in New York. Still earlier he was at Home Owners Funding Corporation of America in New York and U S West Financial Services there.

KeyCorp in Cleveland has promoted Beth Rosenberg to senior vice president of regulatory compliance.

She was responsible for KeyCorp's ethics program and was involved with regulation coordination and risk management.Ms. Rosenberg joined the bank in 1984 in its AT Venture Capital Group. In her new job she reports to Kevin M. Blakely, group executive vice president, risk management group. MIDDLE ATLANTIC

Greenwich Natwest, the global debt markets investment banking division of Natwest Group, has hired Evan Thorne as managing director and head of private placements-North America in its New York office.

He will report to Jocelyn Monk, managing director and global head of private placements.

Mr. Thorne, 35, was a vice president in the private placement group at J.P. Morgan & Co. in New York, responsible for Western Europe and the U.S. West and Northeast. He worked at J.P. Morgan for 13 years and also held positions in public capital markets, mergers and acquisitions, and real estate.

Bank of New York Co. has elected Nicholas M. Donofrio, senior vice president, technology and manufacturing, at International Business Machines Corp., as a director.

He will also be a director of the subsidiary Bank of New York.

Mr. Donofrio, 53, joined IBM in 1967 and was promoted to senior vice president last August. He oversees IBM's global research, integrated supply chain, procurement, and manufacturing, as well as its year-2000 initiatives. He is also chairman of the IBM's corporate technology council and the IBM Academy of Technology board of governors. WEST

Wells Fargo & Co. has promoted Joe DeFur from senior vice president to executive vice president in its Portland, Ore., office.

Mr. DeFur, who joined the Portland office this year, is regional managing director of private client services for Oregon, Washington, Idaho, Montana, and Wyoming.

Earlier he worked in California managing the private client offices in Sacramento, Santa Rosa, the Central Valley, and Marin County.

Mr. DeFur has 20 years of investment experience. He reports to Michael J. Conway, managing director for the bank's private client southwestern region.
