He will serve a two-year term, running until March 31, 2023. Harper’s chairmanship at the NCUA expires this month, though board members regularly stay on at the agency after their term has ended until a successor has been confirmed.

Harper is the first NCUA chief to chair the council since Debbie Matz was appointed to lead the FFIEC in 2011. The only other NCUA chairman to be appointed chair of the council was Roger Jepsen in 1987.

His predecessor as chairman was Kathy Kraninger, the former director of the Consumer Financial Protection Bureau.

“I am honored to serve as the next chairman of the FFIEC and will work to foster communication, cooperation and coordination within the council to advance greater uniformity and best practices in supervision,” Harper said in a press release.

He added, “Going forward, our work will focus on the COVID-19 economic fallout, safety and soundness, consumer financial protection, economic equity and justice, cybersecurity, appraisals, and stakeholder collaboration.”

Blake Paulson, acting comptroller of the currency, will serve a two-year term as vice chairman.
