The Federal Home Loan Bank of Boston has promoted Michael L. Wilson to executive vice president of finance.

Mr. Wilson, who was senior vice president of planning and research, will head a newly expanded finance division that includes corporate communications, treasury, credit, operations, and control functions.
The bank also promoted first vice president and treasurer Frank Nitkiewicz to senior vice president.
He will oversee the treasury department as well as accounting control functions and operations.
Gerard J. Champagne, executive vice president, was promoted to general counsel, succeeding Carlton W. Spencer, who retired. Mr. Spencer is with the law firm of Spencer & Stone in Boston.
