Capital One Financial Corp. plans to open a call center in Chester, Va., and hire 600 workers for it.

The 78,000-square-foot facility will be the latest addition to the company's expanding operation. Earlier this year Capital One announced it would hire 2,000 new workers in 1998, adding to its staff of 6,000.

The credit card monoline, spun off by Signet Banking Corp. in 1995, has 11.7 million customers and $14.2 billion of managed loans outstanding.
