MIDWEST

Bank Mutual Corp. in Brown Deer, Wis., has hired David A. Baumgarten as the president of its Bank Mutual.

Baumgarten had been a director since 2005 of Associated Financial Group LLC and its subsidiary, Associated Bank, and executive vice president of regional banking. He joined the bank in 2001 as president of its southeast region. Before that he was president and chief executive officer for U.S. Bank in Wisconsin.

He is to succeed Michael T. Crowley Jr. as president of Bank Mutual; Crowley is to remain the chairman and chief executive officer of the bank and the chairman, president and CEO of its parent.

The parent company has $3.5 billion of assets.


Level One Bank in Farmington Hills, Mich., has hired David C. Walker as executive vice president and chief financial officer.

He was a group vice president and the treasurer of GMAC Financial Services. Before that he had been a group vice president of global borrowings since 2006. Walker had worked for GMAC since 1985.

Level One Bank has $170 million of assets.


MIDDLE ATLANTIC

F.N.B. Corp. in Hermitage, Pa., has promoted Robert D. Carter to president and chief executive officer of its Regency Finance Co.

Carter had been a senior vice president, the chief administrative officer and director of branch operations since 1991. He began his career in 1971 as a manager trainee at a predecessor to Regency.

F.N.B. has $8.5 billion of assets.


SOUTHEAST

Eastern Virginia Bankshares Inc. in Tappahannock has hired Douglas Haskett as executive vice president of its subsidiary, EVB, and chief financial officer of both the company and its bank.

Haskett had been a senior vice president and the CFO at Farmers Bank since 2008. Before that, he had been a senior vice president at Alliance Bank and the chief operating officer of its mortgage division since 2004. Eastern Virginia has $1.1 billion of assets.


MidSouth Bancorp Inc. in Lafayette, La., has hired Lorraine Miller as a senior vice president and the director of mergers and acquisitions for its MidSouth Banks.

Miller is the first to fill the post. In December she helped the bank raise capital. Before that she had been a senior vice president and the director of investor relations at Security Bancorp in Macon, Ga., from 2002 to 2009. She had been an equity research analyst at SunTrust Equitable Securities since 1986.

MidSouth has $971 million of assets.


Avenue Bank in Nashville has promoted Andy Moats to executive vice president and chief credit officer.

Moats, a founder of Avenue, had been a senior vice president and director of credit underwriting since the bank's opening in 2007. Before that he was a regional commercial real estate director at Regions Bank. He began his career in credit underwriting at Union Planters Bank in 2000.

Avenue Bank has $484 million of assets.


SOUTHWEST

Texas Capital Bank in Dallas has hired Todd Martin as a senior vice president of the treasury and liquidity services division.

He was a vice president at JPMorgan Chase & Co.

Texas Capital has $5.6 billion of assets.


Cullen/Frost Bankers Inc. in San Antonio has promoted Cliff McCauley to senior executive vice president of its Frost National Bank.

McCauley was an executive vice president at Frost and managed its correspondent banking business.

In 2007-2008 he also was chairman of the Independent Bankers Association of Texas.

He joined Frost in 1981 and has worked in correspondent banking since 1983.

Cullen/Frost Bankers has $16.3 billion of assets.
