NEW ENGLAND

Berkshire Hills Bancorp in Pittsfield, Mass., has promoted Sean Gray to executive vice president and Linda Johnston to chief human resources officer for the company and its Berkshire Bank.

Gray will remain in the retail banking group. He was a senior vice president and joined the bank as the first vice president of retail banking in 2006.

Johnston will remain an adviser to the compensation committee of the $2.6 billion-asset company's board of directors. She was the senior vice president of human resources.


MIDWEST

TCF Financial Corp. of Wayzata, Minn., has announced that its vice chairman and secretary, Gregory J. Pulles, plans to retire in January.

Pulles will remain a director of the $18.1 billion-asset company; he joined its board in 2006. He has been vice chairman of the company since 1993 and secretary since 1989.


MIDDLE ATLANTIC

OceanFirst Financial Corp. in Toms River, N.J., has promoted Vito R. Nardelli to president of the company and its OceanFirst Bank.

He will remain the chief operating officer of the $2.2 billion-asset bank, a post he has held since 2005. He joined the bank in 2004 as an executive vice president and chief sales officer. Before that he was director of retail banking at Trust Company of New Jersey and before that a division president at Dime Savings Bank.


SOUTHEAST

Virginia Commerce Bank in Arlington has hired Gregory L. Oxley as senior vice president of community banking and Donald G. Sweeney as senior vice president of commercial lending.

Oxley will oversee the McLean, Tysons Corner and Vienna markets for the $2.7 billion-asset bank. He was an executive vice president at Congressional Bank, where he directed business development in northern Virginia. Before that he was the group vice president for title insurance in the real estate unit of TransUnion LLC.

Sweeney will oversee the bank's markets in Alexandria and Arlington. He had worked at BB&T Corp. for 12 years.


Community Bank of Manatee in Lakewood Ranch, Fla., has hired Kathryn Pemble as its president and chief operating officer.

Pemble was the chief credit officer at Florida Bank Group Inc. and its Florida Bank. Before that she was the president, chief executive and chief operating officer of Florida Bank. Earlier she was the Pinellas County president for Bank of America Corp.

Community Bank of Manatee has $265 million of assets.


WEST

Pacific Capital Bancorp in Santa Barbara, Calif., has hired Mark K. Olson as the chief financial officer for the company and its Pacific Capital Bank.

Olson was a vice president and finance director at Goldman Sachs Bank, the commercial banking unit of Goldman Sachs Group Inc.

Pacific Capital Bancorp has $7.1 billion of assets.


CVB Financial Corp. in Ontario, Calif., has announced that Edward J. Biebrich Jr., the executive vice president and chief financial officer of the company and its Citizens Business Bank, will retire Dec. 31.

Biebrich joined the $6.7 billion-asset CVB Financial as CFO and Citizens as executive vice president and CFO in 1998. Before that he had been a senior vice president and CFO of ARB Inc. since 1992. Earlier he was the vice president for operations at Systematics Financial Services Inc.


West Coast Bancorp in Lake Oswego, Ore., has hired David Bouc as an executive vice president and general counsel.

Bouc was a vice president and deputy general counsel at HSBC North America. Before that he was an attorney for the Federal Deposit Insurance Corp. West Coast has $2.6 billion of assets.


City National Bank in Beverly Hills has hired Jeff Jarvis as a vice president and commercial development officer in its commercial banking services group in Las Vegas.

Jarvis was a senior vice president and business development officer at Service 1st Bank. Before that he was a client development manager at Bank of America.

City National has $19.7 billion of assets.
