MIDWEST

First Business Bank in Madison, Wis., has hired Jim Hartleib as a senior vice president and Terry Tessier as vice president of business development.

Hartleib was an Amcore Bank regional market president for Madison, Milwaukee and Baraboo, Wis.

Tessier worked for JPMorgan Chase & Co. in Appleton, Wis.

First Business Bank has $1 billion of assets.


MIDDLE ATLANTIC

BV Financial Inc. in Baltimore has announced the retirement of Edmund T. Leonard as chief financial officer of it and its Bay-Vanguard Federal Savings Bank.

Leonard is to remain chairman of the board of both the company and the $152 million-asset bank. He was the president of Bay Federal Savings before its merger with Vanguard in April 1996. He has been a director of the bank since 1991.

Steven W. Lilly, the assistant CFO, is to succeed Leonard at both entities. He joined BV Financial in 2008.


Parke Bancorp in Sewell, N.J., has announced the death of its executive vice president and chief financial officer, F. Steven Meddick.

Meddick had been the executive vice president and CFO of the $639 million-asset company since August 2008. Before that he was an executive vice president and the CFO at Susquehanna Bank in Camden, N.J. Earlier he had been the executive vice president and CFO of The Bank, a unit of Fulton Financial Corp. in Woodbury, N.J.


Investors Savings Bank in Short Hills, N.J., has promoted Jacqueline Hancock-Pena to manager of its Clara Barton branch.

Hancock-Pena joined the bank in 2008 as manager of its Oak Tree Road branch. Before that she was a manager at Sovereign Bank, where she had worked since 1998. Earlier she worked for First Fidelity Bank. Her career began in 1972 at Chemical Bank in New York.

Investors Savings has $8.1 billion of assets.


Signature Bank in New York has hired Ronald M. Berkowitz, Gabrielle E. Stern and Abidus S. Chowdhury as group directors and senior vice presidents.

Berkowitz was a senior branch manager at TD Bank in Manhattan. Before that he was a branch manager at North Fork Bank and began his career as an assistant branch manager at Republic National Bank.

Stern was a vice president of business banking at HSBC Bank in the Tribeca section of Manhattan. Before that she was a relationship manager for business banking at JPMorgan Chase & Co.

Chowdhury was a vice president and branch manager at HSBC with Stern. Before that he had been a branch manager at Republic National in 1996.

Signature Bank has $7.8 billion of assets.


First BanCorp in San Juan, Puerto Rico, has promoted Aurelio Aleman to president and chief executive officer.

Aleman had been the senior executive vice president, chief operating officer and a director of the $20 billion-asset company since 2005. Before that he founded and was president of the company's subsidiary, FirstBank Insurance Agency, since 2001. He joined the company in 1998.


SOUTHEAST

State Bank and Trust Co. in Atlanta has hired Steven G. Deaton as president of its Atlanta market.

Deaton was RBC Bank USA's president of business banking for Georgia. He had joined the U.S. unit of Royal Bank of Canada after it bought his employer Flag Financial Corp. At Flag was an executive vice president of the company and president of its bank's Atlanta market. Before that he was an executive vice president, the chief operating officer and senior lending officer at Chattahoochee National Bank.

Deaton is to be based in State Bank's Alpharetta office.


Bank of North Carolina in Thomasville has promoted Richard D. Callicutt 2nd to president.

Callicutt is to remain a director of the $1.6 billion-asset bank's parent, BNC Bancorp, and the chief operating officer of the bank. He joined Bank of North Carolina in 1991 as a senior vice president and a senior lender.

He succeeds W. Swope Montgomery Jr. as president. Montgomery is to remain the president of BNC Bancorp and chief executive officer of both the company and the bank.
