MIDDLE ATLANTIC

Mellon Financial Corp. has promoted Maryann Johnson to chairman, president, and chief executive officer of Mellon Bank's national capital region.

She succeeded Frederick Beard, who retired May 15.

Ms. Johnson had been head of retail banking for the region since 1995. She will continue to work out of Rockville, Md.

She joined Mellon in its Pittsburgh headquarters in 1986 as part of the national consumer asset sales team. She was promoted to sales and service manager for western Pennsylvania in 1988 and moved to Maryland in 1992.

Ms. Johnson came to Mellon after 12 years with the American Bankers Associations, where she ran the Stonier Graduate School of Banking, state banking programs, and government relations projects for community bankers.


UBS Warburg in Stamford, Conn., a unit of the Swiss banking giant UBS AG, has hired Glenn Starkman to oversee sales trading of non-U.S. stock to U.S. customers.His rank will be managing director, and he will report to John Ingrilli, head of equity sales trading.

Mr. Starkman was co-head of international sales trading at Goldman Sachs Group Inc.


SOUTHEASTHibernia National Bank in New Orleans has promoted Jan Macaluso and Charles K. Holland to senior vice presidencies.

Ms. Macaluso is in charge of shareholder and regulatory financial accounting. She joined Hibernia in 1982 and has been a certified public accountant since 1983.

Mr. Holland is in charge of human resources, discipline policies, and performance management. He joined Hibernia in 1994 and has 22 years of banking experience.

Hibernia National Bank has $15.7 billion of assets.


MaxRate.com, an Atlanta-based auction site for certificates of deposit, has hired former Andersen Consulting executive as its national sales director.Walt Olson was director of business development at for Andersen Consulting's financial services practice. He has 20 years of financial services experience.

The MaxRate.com site offers FDIC-insured CDs to individual and institutional investors.


Freddie Mac in McLean, Va., has hired Margie Farber as senior vice president of business-area services in the information systems and services division.Ms. Farber will oversee the development and maintenance of buy-side, sell-side, and finance information systems. She will report to William Ledman, senior vice president of the information systems and services division.

Ms. Farber was executive vice president of global corporate systems at Bank of America, in charge of providing technology support to the corporate banking business. Earlier she was head of technology for interstate banking and senior vice president of Bank of America's Arizona operations.


Wachovia Securities Inc. has hired Wendy L. Breuder as a managing director of investment-grade-securities debt origination in the Atlanta office.Ms. Breuder was one of the managing directors of investment-grade-securities origination at Banc One Capital Markets Inc. She has 14 years of securities origination experience.
