Summit Bank in Princeton, N.J., has promoted Karen M. Sweeney from senior vice president of retail strategic planning to executive vice president of the retail delivery division.

Ms. Sweeney, 39, is responsible for the delivery of products and services throughout Summit's network of branches and automated teller machines.

She succeeded Michael Giacobello, who is now executive vice president of small-business banking.

Ms. Sweeney has been with Summit 20 years, holding such titles as regional manager and branch manager.

Summit Bank is the principal subsidiary of $38 billion-asset Summit Bancorp.


Ernst & Young LLP in Washington has named Mark A. Weinberger as director of its national tax department and a member of its committee of senior tax partners.He succeeded Beth A. Brooke, who was recently appointed vice chairman of Ernst's strategy and corporate development sector for North America.

Mr. Weinberger was co-founder of Washington Counsel PC, a legislative and regulatory shop that recently combined with Ernst and is now a subdivision of its national tax department.

Earlier he was tax and budget counsel to former Sen. John C. Danforth of Missouri. He was also chief of staff of President Clinton's 1994 Bipartisan Commission on Entitlement and Tax Reform and its general counsel.

Mr. Weinberger is adjunct fellow on tax policy at the Center for Strategic and International Studies and a director of the Federal Bar Association's tax section.
