MIDDLE ATLANTIC

Patriot Bank in Pottstown, Pa., has promoted Richard A. Elko to president and chief executive officer.

He succeeded Joseph W. Major, who is now a senior consultant to $1.2 billion-asset Patriot Bank Corp.

Mr. Elko was the president of Zip Financial, a company launched by Patriot Bank Corp. last year that provides application services for community banks.

Before that he had been Patriot Bank’s chief financial officer and an executive vice president for three years. Still earlier he had been responsible for corporate development and mergers and acquisitions at Sovereign Bancorp of Wyomissing.

He has 17 years of financial services experience.

Bank of the Sierra in Porterville, Calif., has named Tracy Jones operations manager of its Old Town, Calif., office.

She had worked in the $606 million-asset bank’s card center since May. Before that she had been the assistant vice president of cashiers at Sierra National Bank in Tehachapi, where she had worked for 15 years. Bank of the Sierra bought Sierra National in May. ’


Citizens Business Bank in Ontario, Calif., has hired David G. Morris and Michael P. Nomura as vice presidents and banking officers.Mr. Morris is in charge of the bank’s Corona branch. He was a Corona-based portfolio banker for Pasadena-based Community Bank, responsible for managing loan portfolios and conducting credit analysis for large commercial and real estate loans.

He has 17 years of banking experience, including jobs as a credit specialist and a commercial loan department manager for the Federal Deposit Insurance Corporation for 11 years. Before that he had been the City of Industry-based risk management loan adjuster for Wells Fargo & Co., specializing in evaluation of commercial, real estate, and agriculture loans.

Mr. Nomura is in charge of Citizens’ Fullerton branch. He was an assistant vice president and business banker in Fullerton for Bank of America.

Before that he had been a branch manager in Torrance for San Francisco-based Sumitomo Bank of California, which California Bank and Trust in San Diego bought two years ago. He has 17 years of banking experience.


Manufacturers Bank in Los Angeles has hired David Thorne as vice president of commercial loans.He is responsible for middle-market lending in the Los Angeles branch of the $1.1 billion-asset bank.

Mr. Thorne, 47, was a vice president at Detroit-based Comerica Bank, whose Ontario, Calif., branch he helped establish.

He has 18 years of banking experience, including vice presidencies at $2 billion-asset Tokai Bank of California in Los Angeles and $2.1 billion-asset Citizens Business Bank in Ontario and a branch manager job at Sanwa Bank California. Earlier he had also been a business banker for First Interstate Bank, in Billings, Mont.


Imperial Bank in Inglewood, Calif., has hired Craig Hoskin as a senior vice president and regional portfolio manager.He is responsible for origination, underwriting and risk management of the bank’s commercial banking portfolios in Arizona and Colorado.

Mr. Hoskin came from Bank One Arizona in Phoenix, where he worked for 11 years.

He has 19 years of banking experience, including jobs in energy lending, middle-market, real estate, and national accounts.

Imperial Bank has $7 billion of assets.
