Keefe, Bruyette & Woods Inc., a New York investment bank and brokerage firm, has hired Jeffrey L. Fox as its chief financial officer, the same title he held at First Union Brokerage Services Inc. of Charlotte, N.C. (now First Union Securities Inc.).

He is responsible for directing Keefe's financial reporting and analysis. He succeeded Guy Woelk, who retired after a 17-year career at the firm.

Before joining First Union Brokerage Services, Mr. Fox, 40, had been a member of the management team at Societe Generale Securities Corp. in New York (which was renamed SG Cowen Securities Corp. in 1998), where he was responsible for developing its U.S. securities and investment banking businesses.


Merrill Lynch & Co. in New York has given Michael Marks, its executive chairman of Europe, the Middle East, and Africa, the title of executive vice president.Mr. Marks, 58, who is based in London, is the first Merrill executive outside the United States to be named an executive vice president. His responsibilities do not change.

He became executive chairman of Europe, the Middle East, and Africa in 1998. He had also held the title of chief operating officer of the region for a year.

He joined Merrill as the co-head of its global equities group in 1995 when the firm acquired Smith New Court PLC, where he had been chairman. Before that he had been its CEO and a director.

He started his 41-year financial services career at Smith Brothers in London, which later became Smith New Court.

Mr. Marks also remains a member of Merrill's executive management committee.


New York Life Insurance Co. has promoted Anne Pollack, a senior vice president in its financial management department, to be deputy chief investment officer of the company and chief investment officer of its New York Life International.In her new role, Ms. Pollack provides direct support to the parent company's individual life and annuity department. She reports to Richard Kenna, executive vice president and chief investment officer and a director of the company.

Ms. Pollack has been a senior vice president since 1992 and was responsible for asset-liability management, asset allocation planning, and dividend research and development.

She joined the company in 1980 as an analyst in the investment department.

New York Life has also hired Barbara J. McInerney to be senior vice president in charge of its compliance department. She is responsible for developing and enforcing compliance policies for New York Life's 7,000 career agents and for overseeing compliance by the company's subsidiaries and affiliates.

She succeeded Sheila Kearney Davidson, who was named a general counsel, and reports to Thomas Warga, a senior vice president at New York Life.

Ms. McInerney was a senior vice president and general counsel at Royal Alliance Associates Inc. in New York for eight years. Before that she had been a staff attorney in the New York regional office of the Securities and Exchange Commission for a year.


SOUTHEASTHibernia National Bank in New Orleans has given both John C. Ebert and Nancy Moragas the title of vice president of energy and maritime.

Their responsibilities do not change.

Mr. Ebert is responsible for determining the value of oil and gas properties used as collateral for loans. He has been with the bank since 1999. He has 10 years of energy and maritime banking experience.

Ms. Moragas is responsible for serving Hibernia's energy and maritime customers and has been with the bank since 1989.
