WEST

East West Bancorp Inc. in San Marino, Calif., has hired Allen Huang to run its newly created South Bay commercial banking center.

Mr. Huang was also named a vice president of the $2.6 billion-asset company. He was a vice president and the business development officer in charge of middle-market lending in the South Bay office at the Inglewood-based Imperial Bank.

He has 10 years of banking experience, primarily in the South Bay area of Southern California. He has held commercial lending, business development, and credit jobs at two Los Angeles banks - Tokai Bank of California (whose parent company, UFJ Holdings Inc. in Tokyo, merged it last month with Sanwa Bank California to form United California Bank) and General Bank, a unit of GBC Bancorp in Los Angeles.

BYL Bancorp in Orange, Calif., has appointed its chief operating officer, Barry J. Moore, as the acting president and chief executive officer of the company and its BYL Bank Group.

He succeeded Robert Ucciferri, who retired as their president and CEO but will be a consultant to them until 2003.

Mr. Moore will remain the chief operating officer of the $287 million-asset company, a job he has held since 1997. He joined BYL in 1986.

BYL announced in June that First Banks America Inc. of St. Louis has agreed to buy it. The deal is scheduled to close in the fourth quarter.

Manufacturers Bank, a Los Angeles subsidiary of Sumitomo Mitsui Banking Corp., has hired Dwain Miller as the manager of its headquarters branch and a vice president.

Mr. Miller, 45, was an assistant vice president and the Alhambra branch service manager for 13 years at Tokai Bank of California. Before that he had been the operations officer of Tokai's Temple City branch for three years.

He began his 20-year banking career at the old Union Bank in Los Angeles, a precursor of the Bank of Tokyo-Mitsubishi Ltd. affiliate Union Bank of California.

Mr. Miller worked for seven years at Union Bank, which was then owned by the British bank Standard Chartered PLC, as a domestic exchange teller and an operations officer.

SOUTHEAST

First National Bank in Orangeburg, S.C., has promoted John C. Welch to commercial relationship manager for its Santee, Elloree, and Cameron regions.

Mr. Welch has also been named a vice president of the bank. He was the manager of its Harleyville branch. He joined First National's credit administration department in 1977.

First National is a subsidiary of $832 million-asset First National Corp. in Orangeburg.
