The Federal Home Loan Bank of Boston has promoted Ellen McLaughlin to general counsel and made her a senior vice president.
Ms. McLaughlin had been associate general counsel since 1997 and a vice president since 2000. She joined the bank in 1990.
As general counsel she succeeded Gerard Champagne, who has retired.
MIDWESTMoneris Solutions Inc. of Buffalo Grove, Ill., has made Deb Koontz a senior vice president of affiliate sales.
Ms. Koontz was a business advisory manager for the credit card processing and merchant servicing company, which is a joint venture of Bank of Montreal and Royal Bank of Canada.
Earlier she had been a vice president of payment services. Before joining Moneris she had held a variety of sales jobs during 10 years at Bank of Montreal's Harris Trust and Savings Bank.
Conseco Inc. of Carmel, Ind., has hired Dewey Ingham as its head of human resources, a newly created job, and an executive vice president.
He held the same job at ING Americas of Atlanta with the rank of senior vice president. Mr. Ingham had worked at ING Americas since 2000, when the parent ING Group NV bought ReliaStar Financial Corp., whose human resources division he had led.
At Conseco he will report to Bill Shea, the insurer's president and chief executive officer.
MIDDLE ATLANTICBankrate Inc. of New York has hired Bruce J. Zanca, a longtime colleague of its new president and chief executive, Thomas R. Evans, as chief marketing and communications officer.
For five years Mr. Zanca - a recent consultant to the Bush White House and a former spokesman for the first President Bush - had been the senior vice president of communication and administration at Official Payments Corp.
For the first three of those years Mr. Evans was the chairman and CEO of the company, which enables people to make tax and other payments to the government by phone or over the Internet. (Tier Technologies Inc. of Walnut Creek, Calif., bought Official Payments in 2002.)
Earlier Mr. Zanca had been the vice president of corporate communications at GeoCities Inc., whose president and CEO was Mr. Evans. (Yahoo Inc. bought the online company in 1999.) Still earlier Mr. Zanca had been the vice president of corporate communications at U.S. News & World Report Magazine Group, of which Mr. Evans was the president and publisher.
SOUTHEASTWachovia Securities LLC of Charlotte has hired Diane Schumaker-Krieg as its head of global research and a managing director.
She will report to Ben Williams, the Wachovia Corp. unit's head of global capital markets.
Ms. Schumaker-Krieg was a managing director and a co-head of U.S. equity research at Credit Suisse First Boston LLC. As part of that job she led the firm's equity research review committee and oversaw product quality and content. She joined CSFB in 1991.
WESTMellon Financial Corp. has hired Thomas C. Buckley as a sales director in its private wealth management group in Los Angeles.
Mr. Buckley, who was also made a vice president, will be responsible for new business development in southern California.
He came to the Pittsburgh company from the Milwaukee consulting firm American Appraisal Associates Inc., of which he was a vice president and principal.
Before that he held management jobs at Amoco Corp., for which he worked for 15 years. (British Petroleum Co. PLC bought Amoco in 1998 and renamed itself BP PLC.)
