M&I Marshall & Ilsley Bank of Milwaukee has promoted Walt A. Buckhanan from vice president to senior vice president.

Mr. Buckhanan, who has been with the Marshall & Ilsley Corp. unit since 1986, will remain its director of corporate diversity.


MIDDLE ATLANTICBank of New York Mellon Corp. has promoted Scott F. Posner to the chief executive officer of its global corporate trust division.

He will start his new job July 1 and will report to and succeed Karen B. Peetz, who has been promoted to chief executive officer of issuer, treasury, and broker-dealer services.

Mr. Posner, who joined Bank of New York Co. Inc. in 1997, has held leadership positions in its global corporate trust and other securities servicing businesses. Currently he oversees sales and marketing efforts for the global corporate trust division.


WESTUnionBanCal Corp. has promoted Morris W. Hirsch to senior executive vice president, general counsel, and corporate secretary for the company and its Union Bank of California.

He will start his new job July 1 and will succeed John H. McGuckin Jr., who will retire.

Mr. Hirsch joined Bank of California in 1989. (Union Bank bought that bank in April 1996 and renamed itself Union Bank of California.) Last month he was promoted to executive vice president.

He has held a number of senior legal positions at Union Bank of California. Before joining the bank he had been a partner at Pillsbury, Madison & Sutro LLP, which he joined as an associate in 1980.

Mr. McGuckin has been UnionBanCal's general counsel and corporate secretary since April 1998. He has spent 27 years at UnionBanCal and its predecessors, starting in 1981 as vice president and associate counsel at Bank of California.

UnionBanCal is mostly owned by Mitsubishi UFJ Financial Group Inc.


INTERNATIONALMerrill Lynch & Co. Inc. of New York has hired Fares D. Noujaim as its president for the Middle East and North Africa and the global head of sovereign wealth funds.

He will be based in the Middle East and New York. He will report to Gregory J. Fleming, its president and chief operating officer.

Mr. Noujaim, who was a vice chairman at Bear, Stearns & Co., joined the investment bank in 1987 and became the global head of its capital markets group in 1992.

Before that he had been an analyst with Goldman, Sachs & Co.
