Citizens Bank in Providence, R.I., has promoted Donald A. Cyr to executive vice president and head of security and fraud prevention.

Mr. Cyr has worked for the subsidiary of Royal Bank of Scotland Group PLC since July. Before that he was the chief operating risk officer at Webster Bank and earlier was the director of corporate security at Bank of America Corp. He joined B of A when it bought his previous employer, FleetBoston Financial, where he was director of operating risk and the functional audit director.


MIDWESTUBS AG of Zurich has hired John Dugenske to head the fixed-income business in the United States and Canada. for its asset management unit.

Mr. Dugenske was the head of fixed-income for Europe and the Middle East at Neuberger Berman LLC, the former asset management business of Lehman Brothers Holdings Inc., where he had worked since joining the company in 2004 as a portfolio manager in its advisers management trust business.

He is to succeed John Penicook as the head of fixed-income in the United States and Canada.

Mr. Penicook was also the co-head of global fixed-income. He is to leave the company within months, it said.

Rob Gambi, the other co-head of global fixed-income, is to become the unit's sole head.

Mr. Dugenske is to start in January and be based in Chicago.


MIDDLE ATLANTICCapmark Financial Group Inc. in Horsham, Pa., has hired Jay N. Levine as president and chief executive officer.

He was the president and CEO of Royal Bank of Scotland Group PLC's global banking and markets business for North America. He was also the president and CEO for RBS Greenwich Capital, the capital markets subsidiary of the global banking and markets division.


INTERNATIONALBank of New York Mellon Corp. has promoted Rene Boettcher to chairman of the company's Latin America region.

Mr. Boettcher is to remain the head of client services for Latin America, a post he has held since last year. The region includes Mexico, and Central and South America. Before that he was the head of sales and marketing for Latin America within the company's depository receipt group and was based in New York. Mr. Boettcher has worked for Bank of New York Mellon since 1996 when he joined its depository receipt business to expand its presence in Latin America.
