MIDDLE ATLANTIC

TD Bank, a Wilmington, Del., unit of Toronto-Dominion Bank, has promoted Kevin Gillen to metro president for its southern market, which includes the District of Columbia, Virginia, Maryland, and southern Florida.

Mr. Gillen is based in Washington. He had been the head of the Washington market for TD Bank since March, when its predecessor, TD Banknorth, bought Commerce Bank of Cherry Hill, N.J.

The bank also promoted Robert B. Worley to market president of the Washington area. He had been a regional vice president for Commerce Bank.


WESTUnion Bank of California in San Francisco has appointed Michael Banner, Chanchanit Martorell, and Craig Scharton to its community advisory board.

The board advises the bank, the principal unit of the UnionBanCal Corp., on its community reinvestment activities. UnionBanCal is a unit of Mitsubishi UFJ Financial Group Inc.

Mr. Banner is the president and chief executive officer of Los Angeles Local Development Corp. Inc., a nonprofit, contracted loan operator with the City of Los Angeles.

Ms. Martorell is the executive director of the Thai Community Development Center, a nonprofit organization she founded in 1994 to provide legal and other assistance to Thai immigrants.

Mr. Scharton is the director of downtown and community revitalization department for the City of Fresno.

They will each serve a three-year term.

 


 The Federal Home Loan Bank of San Francisco has hired Ned Moran as a senior vice president and its chief information officer.

Mr. Moran joined the bank in December. Before that he was the managing director and chief information officer of Trust Co. of the West, an investment management arm of Societe Generale. He had worked for Trust Co. since 1993.


SOUTHEASTSunTrust Banks Inc. of Atlanta has hired Laura Kaplan as a managing director and the head of its private wealth management legal specialty group.

Ms. Kaplan oversaw Texas and Florida as the head of the Southeast region for Citigroup Inc.'s private bank law firm group. She joined Citi in 1998 as the deputy head of global relationship banking for Latin America. Earlier she held treasury and marketing jobs for General Motors Corp. in the Far East.

She will be based in Miami.
