Fleet Connecticut elects Copeland as chief exec.

Frederick C. Copeland, president of Fleet Bank Connecticut, Hartford, has been elected to the additional posts of chairman and chief executive officer.

Mr. Copeland, who was named president in January, succeeds Robert J. Higgins as chairman and CEO. Mr. Higgins was promoted in March to vice chairman of the parent Fleet Financial Group Inc., Providence, R.I. Mr. Copeland will continue to report to him.

Mr. Copeland came to Fleet from a long career at Citicorp, which he joined in 1967. His last post, assumed in 1987, was president and chief executive officer of Citibank Canada.

From 1983 to 1987 he was country head of Citibank in Taipei, Taiwan. From 1978 to 1982 he was area manager for the Southwest and senior credit officer for Citibank in Houston. Before that he headed the entry and professional training department of Citibank in New York.
