Fleet Promotes Two, Hires Problem-Loan Counsel

Fleet Financial Group announced a series of management changes this week, including two promotions in its New York group and the hiring of a new counsel for its managed asset division in Providence, R.I.

The staff shuffling came in the wake of Fleet's agreement in February to purchase Shawmut National Corp. for $3.7 billion of stock. The merger is expected to result in the elimination of 3,000 jobs.

The Providence-based bank said Tuesday that Richard R. Loewy has been brought on as senior counsel in the managed asset division, which handles problem loans.

Mr. Lowey, 39, has been a lawyer with the Boston firm of Warner & Stackpole for the past three years. He will manage the legal staff that advises the managed asset division.

Meanwhile, in Fleet's New York City operation, Richard Silverman has been named executive vice president and market manager. He will be responsible for Fleet's commercial lending activities throughout the New York City area.

Mr. Silverman, 56, had been New York City regional president.

And, Robert J. Persico, 38, was promoted to senior vice president at Fleet Bank. He will be a team leader and senior relationship manager for commercial real estate lending in New York City, Fleet said.

Mr. Persico joined Fleet as a vice president and commercial real estate team leader in 1993. Before that, he had spent nine years doing real estate lending work for Chase Manhattan Bank.
