Fugitive banker drops extradition fight.

BALTIMORE - Fugitive banker Tom Billman has dropped his appeal of an extradition order and will return from France to face criminal charges stemming from the failure of a Maryland savings and loan, his attorney said.

An order to return Mr. Billman to the United States has been sent to the French government, and he could arrive by mid-September, according to attorney Jack Fornaciari, who was quoted in the, Baltimore Daily Record.

Mr. Billman fled the country five years ago after being charged with stealing $28 million from the failed Community Savings and Loan Association of Bethesda, Md.
