eTelecharge.com, a Desoto, Tex., company that allows consumers to charge some credit card transactions to their phone bills, said Monday that Rob Howe has been appointed president and chief executive, starting immediately.

Mr. Howe had been president and chief operating officer of DualCor Technologies Inc., a developer of handheld technology. He has also worked for Dell Inc.
