Union Bank has hired long-time Zions tech exec John Itokazu to be its new chief information and operations officer. He most recently held the same job at Zions, where he worked in various positions for more than 30 years.

State Street CIO Chris Greendale joined the board of directors at Cloud Technology Partners. State Street also took a minority stake in the firm.

Freddie Mac announced a major reorganization, which included the promotion of single-family portfolio EVP Tony Renzi to head a new division focusing on single-family lending, operations and technology. Renzi joined the GSE from GMAC Mortgage last year.

FICO has named Hayley Kershaw to head its professional services division in EMEA. Kershaw was previously an IT director for IKANO Financial Services.

American Express hired former eBay and Skype exec Josh Silverman to be president of its U.S. consumer server business.

Mobile and voice data recording firm Compliant Phones has appointed Pim Dale, a veteran of Dell, Sun and HP, to be chairman. The firm is beefing up for new U.K. regs that will require financial institutions to record mobile calls and text messages.

Protiviti has hired Peter Richardson to expand its risk, regulatory and IT services consulting operations for bank clients. He was previously at Atos Consulting.
