President's remarks at signing of the Electronic Signatures Act

"The Electronic Signatures in Global and National Commerce Act will open up new frontiers of economic opportunity while protecting the rights of American consumers," said President Clinton on the occasion of signing the Act.

"The new law will give fresh momentum to what is already the longest economic expansion in our history, an expansion driven largely by the phenomenal growth in information technologies -- particularly the Internet."
