Mid-tier banks fight a two-front war. Big banks have more resources and can offer less expensive services, while small banks tout personal service. USB's annual ranking measures publicly traded banks, with between $1 billion and $10 billion in assets, on three-year average return on equity. Mid tiers posted a median ROE of 15.65 percent, which was higher than that of large banks (15.15 percent) and community banks (14.05 percent) for the same period. Top banks are Temecula Valley Bancorp*, with 30.4 percent, Westamerica Bancorp, with 26.6 percent, and Wilshire Bancorp, with 26.4 percent.
