WASHINGTON - The Treasury today sold $17.1 billion of three-year notes at an average yield of 6.54%, up from the 4.83% incurred in the previous sale on Feb. 8, and the highest since the 6.92% incurred in the auction on Aug. 8, 1991.

The coupon rate was 6 1/2, up from 4 3/4% in the previous auction. The average price was 99.893.
