The Chinese government is telling public servants in Shanghai to begin using corporate cards for government spending by 2010. The government wants the workers to use corporate cards carrying the China UnionPay brand. The move to cards will reduce corruption and "increase transparency in public expenditures," Zhang Hua, a banking analyst in the Beijing office of United States-based Celent LLC, tells CardLine Global. UnionPay says thus far it has issued at least 400,000 corporate credit cards in China. "Most provinces and cities in China are planning to use corporate cards," Hua says. Moreover, most provinces have enough point-of-sale terminals and ATMs to make the use of such cards practical, he adds.
