    RALEIGH, N.C.-State Employees' CU is providing a $1.1 million 0% construction loan to finance the renovation of residential home for pregnant teens and mothers.     MADISON, Wis.-More than 75,000 University of Wisconsin-Madison students, faculty and staff now can use their Wiscard- their campus ID card-as a debit card for a UW CU checking account.
