Citigroup Appoints New Vice Chairman, General Counsel

Citigroup (C) has named Michael Helfer, who has served as its general counsel and corporate secretary for nine years, as vice chairman.

Rohan Weerasinghe, a senior partner at the law firm Shearman & Sterling, will become Citigroup's general counsel and corporate secretary, the New York company said Tuesday. Both appointments are effective June 1.

Helfer will focus on compliance and domestic and international regulatory issues. He will oversee Citigroup's implementation of the Dodd-Frank Act and resolution planning.

In an internal memo, Chief Executive Vikram Pandit said that Helfer worked closely with regulators during the financial crisis and that he was instrumental in the "back-to-basics restructuring" of the company.

For the last 35 years, Weerasinghe has represented financial institutions and corporations on issues including corporate governance, complex transactions, initial public offerings and debt issues. Citigroup's business unit general counsels, regional general counsels and corporate deputy general counsel will report to Weerasinghe.
