Fed Takes Action Against California Lender

California lender Pacific Capital Bancorp can't pay dividends without Federal Reserve approval, the Fed said.

The Fed on Monday released an agreement with Pacific Capital Bancorp, of Santa Barbara. The company owns Pacific Capital Bank.

Under the agreement, the company can't redeem shares of its stock without Fed approval.

It also can't take on debt without approval.
