Total System Services Inc., known as TSYS, announced today it has formed a division to provide credit card support for regional and community financial institutions. TSYS Program Solutions will provide smaller banks and credit unions with card-program development and implementation, including profitability analysis, portfolio management and marketing support, to help them enter or re-enter the credit card market, according to the Columbus, Ga.-based payment processor. "Over a period of years, the top issuers competed aggressively with marketing techniques, such as mass solicitations and teaser rates, to gain greater market share to the point that many smaller banks felt they couldn't effectively compete," Philip W. Tomlinson, TSYS chairman and CEO, said in a statement. "Recent regulatory changes have altered the landscape, and we believe the case for re-entry is there if we can demonstrate a compelling and profitable business case."
