Tom Rachael, who has led the Muncy, Pa.-based institution since 2003, will be succeeded by Scott Naughton, who is new to credit unions but has extensive experience in the financial services sector.

The Mechanicsburg, Pa.-based institution's newest chief executive most recently served as an executive at another Harrisburg-area credit union.

Last year, the Pennsylvania Credit Union Association and the New Jersey Credit Union League merged to form the CrossState Credit Union Association, and now the foundations of the two groups are combining.

The Pittsburgh-based institution can now serve more than a dozen municipalities in the Keystone State.

The CrossState Credit Union Association continues to work with lawmakers in neighboring New Jersey to get similar legislation passed there.

The bank said the move will give it more flexibility for raising capital.

State College FCU is seeking member approval to fold into Horizon CU, citing ongoing challenges finding members to serve on its board of directors and supervisory committee.

The company said Todd Brice will retire in March. A search firm will consider internal and external candidates.

The bank has agreed to pay $158 million for Standard AVB Financial, which has 17 branches in Pennsylvania.

The company joins a growing list of banks shuttering locations as customers flock to digital channels.
